TEDA Invests 100 Million Yuan to Set up TEDA Devel

Interim Provisions of TEDA on Promoting the Development of the Service Outsourcing Industry recently has been promulgated and put in force.
To promote the development of the service outsourcing industry, TEDA made heavy investment to set up a 100-million yuan TEDA Development Fund for the Service Outsourcing Industry to facilitate its growth. According to the Provisions,[link widoczny dla zalogowanych], in addition to setting up this development fund, TEDA will offer incentives to outsourcing companies in TEDA in the forms of match-up incentive,[link widoczny dla zalogowanych], subsidies for office purchasing and renting, talent trainings, software exportation, assistance with employee’s residence registration etc.
With regard to match-up incentive, the eligible companies and agencies under the Provisions may obtain supporting funds from the central government and Tianjin for the development of the service outsourcing industry. Meanwhile, they may also get a 50% match-up incentive from TEDA. Eligible companies and agencies for the Provisions shall, according to individual circumstances, receive a maximum subsidy of 1,000 yuan per square meter for office purchase of not more than 2,000 square meters within TEDA.
Office renting of not more than 1,000 square meters may be subsidized at a maximum standard of 20 yuan per square meter per month. Office renting of more than 1,000 square meters may be subsidized at a maximum standard of 10 yuan per square meter per month for the extra part beyond 1,[link widoczny dla zalogowanych],000 square meters.
The period for enjoying the above mentioned subsidies is three years. The Administrative Commission of TEDA will set up a green passage to assist senior technical and managerial talents in outsourcing companies with obtaining the permanent residency in Tianjin. As to talent trainings, the servicing outsourcing companies in TEDA are encouraged to apply for becoming the intern bases for college and university students. Each student in the bases may get intern subsidies of 500 yuan/month.
Eligible companies and agencies for the Provisions can be subsidized for the training of employees at key positions inside China once their training plans are approved. The subsidy will be based on the number of trainees of the previous year and the subsidy quota will be based on the number of newly increased trainees. Each enterprise recipient may be subsidized at a maximum of 3,[link widoczny dla zalogowanych],000 yuan per trainee for a maximum of 500 trainees on a yearly basis. The subsidy period is three years. As to the software exportation subsidies, the eligible enterprises under the Provisions may obtain for software exportation subsidies of 0.1 yuan/dollar, in line with the statistics of customs or exchange settlement of Sate Administration of Foreign Exchange.
As to communication subsidies, the eligible enterprises under the Provisions which rent International Private Leased Circuit may obtain subsidies equal to 30% of their rent for not more than five years. As to certification subsidies, the enterprises which obtain the certification of CMMI (Capability Maturity Model Integration), CMM (Capability Maturity Model), PCMM (People Capability Maturity Model),[link widoczny dla zalogowanych], ISO27001/BS7799 for information safety management, ISO20000 for IT service management system or SAS70 for environment safety of service providers may obtain subsidies equal to 50% of certification costs and an accumulative subsidy of not more than 500,000 yuan.
